PROBLEM SYMPTOM: netstat doesn't work after recovery by DR

Some system utilities such as netstat, Disk Management, and so on don't work
after recovery by DR.    This problem occurs on Windows2012R2 if the WinSxS
folder and System State were backed up in the following order :   (1) WinSxS
folder (as a part of system drive) was backed up  (2) Cleanup of WinSxS folder
ran  (3) System State was backed up    Note:  Please create new WinPE DR image
after applying this fix and use it for DR.

PROBLEM RESOLUTION:

This fix requires r16.5sp1 + RO70938 applied.

(1) Unzip P00000060.zip

(2) Run P00000060.exe to apply the fix

(3) Start the bootkit wizard to create new WinPE DR image

(4) Perform the DR using new WinPE DR image
